Smelson's COVID-19 News 3.31.2020

Once again, I watch it so you don’t have to. Updates for 3/31/20
News throughout the day summarized with a little salt added and capped off with the Whitehouse address.
Beginning of the day US counts 3.31.20 – Cases – 164,610 Deaths – 3,170
Cuomo – 2 battles we’re fighting: the healthcare battle and social responsibility.
What do I know? I’m not an expert. I listen to experts. Support healthcare workers. They’re the frontline.
The main battle is going to be at the apex. We’re planning now for the battle at the top of the apex. We’re gathering the equipment we’re going to need when we hit the apex. We need social acceptance of the time expectations now. (This means you pandemic deniers need to stop, not that any of them would be reading this.)
He’s put together a central coordinating team for all of the hospital systems run by the state DOH. The fed will have to work with them if they want to get involved. You have to learn how to do your job, and you have to learn it quickly. He doesn’t want FEMA coming in and blowing the coordination.
While I was watching this it was just announced on CNN that Chris Cuomo, the governor’s brother who works at CNN, has been diagnosed with COVID-19.
Turns this into a lesson about being smart with your love. Stay home. Don’t bring the elderly to live with you because you might kill them.
Next he goes into how the hospitals were stratified and graded in order to determine how they’re going to be apportioned both patients and equipment.
They ordered 25K ventilators from China. They expect to only receive 2.5K. States are bidding against each other. It’s like Ebay. Then FEMA comes in and bids everything higher. Why didn’t they buy them and then allocate them to the states? This isn’t something FEMA should have learned. You don’t need a Harvard Business School degree to learn that. Ouch.
Hogan – when asked about Trump’s claim that there’s no longer a problem with getting tests and he hasn’t heard about tests in weeks, “Yeah, that’s just not true.”
Dr. Chris Murray, Institute for Health Metrics & Evaluation, says they’ve moved their modelling criteria away from confirmed cases to ICU admissions and deaths as we missed the boat on testing.
Joe Biden – I’ve learned a long time ago to never question a person’s motive, question their judgement. Says Trump isn’t responsible for the Coronavirus, but he is responsible for not taking action more quickly. There is no reason NOT to use the DPA, which he’s still not doing enough. He could have used it last week, 3 weeks ago, 6 weeks ago.
Mitch McConnell says the government’s response to COVID-19 was stifled by the impeachment trial.

CNN skipped Trump’s opening remarks.
Dr. Birx says that the new projections are being used. First slide shows total deaths being kept down to 100-240K deaths. The next slide showed deaths per day.Went into more slides showing all of the states’ projections. NY, NJ are the highest. Begins to discuss Italy’s curve and shows how it’s on the downward slope. She knows it’s stressful to follow the guidelines, but it’s more stressful to those on the front lines. There is no magic bullet. It’s the country’s behaviors.
Fauci – The virus will follow the dark curve if left to it’s own devices. The shallow curve is what happens if we mitigate.
Mitigation is going to do the trick for us. The deaths, hospitalizations, and intensive-care admissions will lag behind the curve. We have to brace ourselves. We are going to continue to see these things go up. Our goal is to get the hot spots over the curb and prevent the clusters who haven’t gone to that spike to getting to that spike.
Our 15 days of following the guidelines has had an effect. Now is not the time to stop mitigation.
This is going to be the answer to our problems. We need to do it with all of the intensity and force that we can.
Pence – There are difficult days ahead. Thoughts/prayers. What you can do to protect your health and the health of your family…is put into practice the President’s guidelines. 30 days to slow the spread.
FEMA is delivering plane-loads of supplies to the hardest-hit states.
Listen to your state and local authorities. Tri-state area people – avoid travel.
Trump – passes first question to Dr. Birx. Still projecting between 1-200K deaths. It will be higher if people don’t do what they’re supposed to do. That is the full mitigation number.
People keep asking the same questions. Yes, it could be between 1 and 200K. If all of the other metro areas can hold their case numbers down it’s a different picture. The models are skewed to the data from NY/NJ because that’s the data we have.
Trump misreads a question as it relates to the charts....
Trump won’t answer the question regarding when we’ll have the ability to test everyone who needs a test. We’ve got the best tests. They’re the most accurate. The Abbott test, which is a 15 minute test (yesterday they said 5) is distributing 50K and have several thousand machines on the shelves now with many machines already in doctors’ offices, clinics and hospitals.
Birx is wondering how we alert everyone to the availability of different tests. I’d say email would be good. I’m sure the AMA/FDA has a list on someone’s thumb drive somewhere.
Trump speaks from the side…he sounds sick.
Trump questions himself – what would have happened if we did nothing. That number is 1.5-2.2 million people who would have died if we did nothing. You would have been seeing people dying on airplines, in hotel lobbies, you’d have death everywhere.
Fauci gets back up and gives the same answers again regarding the model and mitigation.
He says a lot of people told him to not do anything and just ride it out. A lot of people told him that. It’s not like the flu. It’s a lot different. (I want to know who these people are who told him to ride it out and do nothing.) All of the sudden the 2 trillion-dollar package seems much more reasonable.
Trump – says he was incorrectly quoted by the Wall Street Journal regarding payments of tariffs by China.

Beginning of the day US counts 3.30.20 – Cases – 143,055 Deaths – 2,513

Governor Hogan announced that there will be fines for violating the social-distancing guidelines. MD is locked down – no travel, no outside activities after 8:00pm tonight. Self-quarantine if you’ve been outside the area. Link to the proclamation here: MD Lockdown

Cuomo – There is a NYC warehouse in Edison NJ. It is used to build up the stockpile of needed equipment. If you’re not preparing for the apex you’re missing the entire point of the exercise. It is a fundamental blunder to only be prepared for today. In terms of a suggestion that the PPE equipment isn’t going to the correct place, if he wants to make an accusation, let him make an accusation. As far as the President’s comment about having a political contest, I am not engaging with the President in politics. You lead by example. I’m not going to get into a political dispute with the President. I’m not running for President. When you do good things for my state and you’re a good partner, I’ll be the first one to say good things. I’m not going to engage in politics. Forget the politics. We have a national crisis. There is no red and blue. There’s only red, white and blue.

VA Governor Northam issued a stay-at-home order this afternoon. C’mon DC, where yat?

Look at that. 4:45 DC issued stay-at-home orders.

Trump presser – I’m very comfortable here, lots of room. Happily announced that we’ve up over 1 million tests. The more we stay home the faster we’ll beat this and get back to our lives. Great lives. They might be better than before.

Brought one of the five-minute test machines for show & tell. Abbot Labs brought it to market in weeks. Normally takes 9-12 months.

The FDA has approved the N95 sterilizer kits. Each machine can sterilize 120K masks per day.

Mentions all of the hospital beds that have been created/placed in NY.

Talked about companies producing ventilators. Talks about sending them to Spain, France, Italy as we can. Said we’re sending a lot of planes to Italy, and they’re going to land, and they’re full of stuff. Health care stuff. They’ve got a lot of problems over there. He and Giuseppe had a great talk.

Cuomo had a press conference 3/29 talking about realism and what is happening/what to expect in the coming days. Leadership in a very uncertain time is in short order. He’s got it.

He also mentioned the lack of financial relief in the CARES Act for states to back-fill the loss of revenue from businesses shutting down. No money in makes it very difficult to budget for money going out.

Fauci says there could be 100s of 1000s of deaths with millions of cases in the US.

Richard Quest, Editor at Large for CNN Business seems to think that some people will use their stimulus checks to pay off their credit at their local grocers. Anyone know what planet this guy lives on?

Italy is seeing a slight decline in the number of deaths per day as well as number of new cases. That’s a bright spot.

Trump Presser – held in the rose garden today. The reporters had to sit closer outside than they were inside. Trump says tremendous distance between chairs.

Abbot Labs created a test that provides lightning fast results…in five minutes.

We’ve been doing more tests than any other country in the world. One of the reasons we’ve got one of the lowest fatality rates in the world.

Goes into some therapies/drugs being tested currently. Mentions he saw masks being thrown away and wondering why they can’t be used 3 or 4 times. Trying to get approval from the FDA for sterilization of masks.

We talked to the manufacturers in a very nice room. It’s called The Cabinet Room. He says usage at hospitals has gone from 10-20K to 100-200K for masks. He has no idea how that could have happened. You reporters should look into that. Holy shit. He has no idea how that can happen. Well, when you have a bunch of sick people coming into hospitals the staff follows protocols and uses disposable safety equipment in the manner in which it was designed and the FDA requires.

UPS has a big brown army to partner with the government for logistics.

Trump – many of the states are stocked up but they don’t admit it. There’s a question of some hospitals hoarding ventilators. The ship going to NY left 3 weeks ahead of schedule. Humana and Cigna will waive copays/coinsurance and deductibles for any Coronavirus-related treatments. Spoke to leaders in the restaurant industry and has directed his people including Mnuchin and his Sec of Labor (who’s name he couldn’t remember) to return the deductibility of meals at restaurants for corporations. Because that’s going to help. WTF?

Goes into numbers of the CARES Act again. Goes into how the money has been distributed to the states and their unemployment systems are old and antiquated so the states won’t be able to distribute it. If they have to they’ll take the money back and distribute it from the fed.

Someone said to him they didn’t know there were 150 countries in the world.

Goes into how he stopped people coming in from China at a very early level. How he stopped people coming in from Europe at a very early level.

The peak is likely to hit in two weeks. It’s very important to follow the guidelines. The better you do, the faster this whole nightmare will end, therefore, we will be extending the guidelines to April 30th. We should be well on our way to recovery by May 1st.

I want the people of NY to check that when a hospital that gets 10K masks a month goes to 300K masks there is something wrong there. I want Cuomo and deBlasio to check that.

Check it out. You don’t go from numbers like that.

The fed is holding 10K ventilators so they can send them when problems crop up. We inherited a system that was broken.

I’ll never forget the day when a general came to me and said, “Sir, we have no ammunition.” In case anyone has noticed any time Trump says that he’s making something up out of whole cloth. Here’s a link to a story about that: Sir Stories .

Trump: What would have happened if we did nothing? People are asking me what would happen if we did nothing? (Who would ask that?) He felt even better about what he did with the 2.2 trillion dollars? It could have been 2.2 million deaths. If we can hold that down to 100 or 200K, if we hold it down to that we’ve done a very good job.

Easter was aspirational. When you hear these numbers it’s a travesty. It was aspirational. We don’t want that to happen. Easter should be the peak number and after that it will come down.

Oh geez. Here comes OAN. Do you think other networks are talking about not carrying your briefings live because of your high approval ratings? Someone needs to hit her. With a shovel.

He knows insurance companies better than anybody.

Even the media is much more fair. They should be fair because they want this to end. This is death.

He may put a statement out to landlords. A lot of concessions are being made.

Q - Why did you threaten quarantining NY? A - Read the transcript. I didn’t say that. Who you with, Bloomberg? Imagine that. Many professionals recommended that.

He got into it with a reporter about not being nice. Had the mic snatched from her. Accused her of asking threatening questions.

Gets into something about generators, I think he meant ventilators, saying he thinks there’s something wrong with the distribution in NY. Cuomo is going to have something to say about this I think.

Goes into inheriting a broken system again, and will not answer the question about everyone who needs a ventilator getting one.

Q – Why has Florida received all of their requests and Mass hasn’t? A – I spoke to the governors. They were taken care of. Everyone was very happy. A previous administration wouldn’t have done as good a job. Florida is very aggressive in trying to get things. They’re doing a great job.

We had the greatest economy in the history of the world three weeks ago….

What health professional told you there could be more people committing suicide than would die from the virus? Trump has no good answer. Says drug addiction would have been worse. It’s so easy to figure out. Massive drug use, massive depression, massive numbers of suicides.

Gets into it again with another reporter. Accuses the reporter of lying. He doesn’t like the governor of Washington because he’s a failed Presidential candidate. Refuted his comments despite having his direct quote read to him. “That’s why no one watches CNN. That’s why your ratings are down. (I’m watching this on CNN). For political reasons, let’s say they’re democrats, I don’t have to deal with them. CNN is fake news, that’s why no one trusts them.”

OAN reporter brings up the ratings, insults all of the reporters sitting around her. Unconscionable. “When they don’t want the President to have a voice, it’s not democracy anymore.”

I was wrong on something I’d read and was giving people a hard time about – Cruise Lines. Although Carnival has US Headquarters they’re based in Panama and are excluded from the aid package. Disney hasn’t been mentioned specifically as being out of the trough in any articles. They are a subsidiary of the Walt Disney Company, but based in the UK. The cruise ship industry employs 420K people in the US. Extended/enhanced unemployment benefits are available to them.

Thomas Keller, chef/owner of The French Laundry, Ad Hoc, Per Se, and other restaurants has brought a lawsuit against his insurance company. The insurance company has been trying to deny all claims from restaurants regarding to business interruption due to the virus. This will be huge for the rest of the industry if he wins. Massachusetts legislators are working on a state bill to get insurance companies to pay out for business interruption. Check it out here:  MA Legislation

Cuomo is suggesting keeping schools closed. He wants one new temporary hospital in every borough in the city. He’s projecting a shortfall of @137K hospital beds. Looking at stadiums, dorms, hotels, pretty much anything indoors with power. He praises all of the people from the city/counties/National Guard/Javitz, lots of folks. 11% of the NYPD is out sick. Letter from the administration of the Ford Health System in NY says the first priority is the patients who have the best chance of getting better. There is a triage protocal in place at YOUR local hospital. Trust me on that. #staythefuckhome

To the National Guard directly from Cuomo - As hard as we work we’re not going to be able to save everyone. What makes it worse is that this disease attacks the most vulnerable.  Every instinct says to protect them, but these are the exact people this disease attacks. I promise I won’t ask you to do anything I will not do myself and I will never ask you to go anywhere I won’t go myself. We’re going to do this and we’re going to do this together. This is a moment in history that they’re going to write about and talk about for generations. This is a moment that will change character. 10 years from now you’ll be talking about today and you’ll shed a tear because you will remember the lives lost and you’ll rememeber the faces, and you’ll remember the names, and you’ll remember how hard we worked, and that we still lost loved ones. You will shed a tear, and you should, because it will be sad, but, you’ll also be proud. You’ll be proud that you showed up when other people played it safe, you had the courage to show up and you had the skill and the professionalism to save lives. That’s what you will have done. 3:00pm National Restaurant Association webinar on the CARES Act was off the record. I can’t share what was discussed in detail but here’s a link to the basics on their web page:  NRA Guidance COVID-19 These are my people and the industry is near/dear to me. Keywords to look for are Economic Injury Disaster Loans (EIDL) and SBA loans. There are many details to work through, but there is a tremendous amount of money available to keep doors open and employees paid. There are special carve-outs for businesses with fewer than 500 employees (per location). This is aimed at independents and small chains. If you use the loan for approved purposes, the loan will be forgiven. You are still eligible to get the loan if you’re closed currently. 

Trump has finally invoked the DPA with GM to make the ventilators he said no one needed yesterday.

No Dems were invited to the signing ceremony of the CARES Act in the Oval Office, which happened at 4:30pm. How did that seem like a good idea….to anyone? Literally.

Boris Johnson, UK Prime Minister, says hold my beer. He tested positive last night. March 4th he was bragging that he went to visit Coronavirus patients and was shaking hands with them. Well, play stupid games, win stupid prizes. 

Dare County, NC has banned outside visitors and non-resident property owners.

Pence says opening by Easter is an aspirational goal. Let us hope smarter minds prevail.

Trump presser – he shows up with DeVos on stage. We’ve had great success over the last month. The governors have been very gracious….for the most part. Some of the governors need to do a better job. Some of them have been very thankful. Very nice. 

Invoking the DPA should prove to all that we won’t hesitate to use the power of the Fed…(not sure if he’s considering the last month hesitation or not, though I’m guessing not).

Peter Navarro is going to be acting as the DPA coordinator. He’s a PhD from Harvard. He’s got things moving in Trump Time (which he says means as fast as possible).

There have been thousands of ventilators delivered to NY that NY wasn’t aware of. Trump said they’re going to deliver 100,000 more ventilators over the next 100 days. (NY Gov. Cuomo says Trump is, “Incorrect and grossly uninformed” about the ventilators).

Talks to the bill signed today which may extend to over 6 trillion dollars.  

Apple now has a COVID-19 app to help determine the need to get tested for the virus.

We’re testing 100,000 per day, more than any other country in the world. Goes into the differences between different areas again. (I think this is always preparing us for him to say X location is clear to resume normal life. Let’s hold onto these moments for review later.)

A lot of incredible things are happening. 22 days ago we had the greatest economy in the world. The stock market hit an all-time high again, the 150th time during my Presidency. 

Mentions the broken systems we had, we’ll have incredible systems. 

When asked about negotiations with GM: I wasn’t happy with GM and where they built plants over the last few years. So I wasn’t too thrilled.

Q – Did your administration advise states to enforce quarantines? A – I’ll let Tony (Fauci) answer that. 

Trump – the Fed has done a hell of a job. We’ve sent so many ventilators to NY and they didn’t know. 

Mentions that the governor of Washington is a failed Presidential candidate. Mentions and mocks the governor of Michigan. 

Q – what specifically do you want the governors to do? A – I want them to be appreciative. I think the media and governors should appreciate it. With them, it’s just political. 

Repeats that they should be appreciative to me. He said he told Pence “Don’t call the governor of Washington. You’re wasting your time. Don’t call the lady in Michigan. She’s not appreciative.”

Q – Why didn’t you fill that empty shelf you mentioned in the past three years? A – We filled it many many times. We fill it, now we take it and distribute it around. We fill it only where necessary.  

Trump says when he speaks with world leaders nobody wants to talk about trade. Everyone wants to talk about this (the virus).

He thinks we’re very close to a vaccine.

I’m now using JHU Coronavirus Dashboard for my opening and closing numbers as CNN’s don’t seem to be updated. It’s a pretty neat site that allows you to see figures from around the world or drill down to a country/state/city. Same source, just updated more real-time.

Cuomo presser– “Facts can be uplifting, confusing, depressing but I think facts are empowering. Not knowing the facts is worse. Getting selective facts or feeling that you’re being deceived is the worst situation. Give me the facts first, then let me decide what the situation is. More and more we have to deal with the public health and the economic situation. He estimates NY’s lost revenue between 10-15 billion. Stimulus bill only address 5 billion of directly COVID-19 related expenses. Congressional action failed to address the governmental need for states/cities. It’s reckless and irresponsible. We don’t have the luxury of being emotional about this. This was the time to put politics aside and do your job. Address the places that need the help. It’s not a time to point fingers or blame everyone else. We’ve lived with that in Washington for years. It’s time to step up and do your job. The fed isn’t doing that.”

NY is adjusting down initial budget revenue projections. They’re going to adjust the budget through the year to reflect actual revenue. It sounds like it’s going to be provisional. Adjustments will have to be made, probably quarterly. There are too many unknowns to work any other way.

Cuomo’s opinion – when the pressure is on you see what people are really made of. You get to see the best and the worst. The outpouring of support from across the country and world has been inspiring. The next time you feel tired of the situation, think of the first responders, healthcare workers, grocery store workers, pharmacists, transportation workers, all who don’t have the luxury of being tired, but look at what others among us have to do and how they’re stepping up. This is the first time our children have faced real diversity. Let’s teach them the right lessons. Let’s listen to the voices of our better angels (as opposed to the asshole who fake-coughed on my at Giant in Potomac with his two little girls in tow) so that we’re better for it and our children will be better for it. Right on Governor.

Cuomo – “No one can say, Karen (yes, that was really the reporter’s name), well I don’t accept this reality of a revenue loss. Everyone has to adjust to it. There are some people who will say “I shouldn’t have to adjust to it.” Everyone has to adjust to it. “I should be held harmless from reality.” No one is held harmless from reality.

Jerome Powell – Federal Reserve Chair says, this is a very rare event. The virus is setting the timetable. This was prior to the jobless numbers coming out. Trying to soften the blow.

Mnuchin responds that these numbers are not relevant. He's kind of right. They are relevant this second and today, but in a couple of weeks they likely won't be.

Trump has allegedly sent letters to governors stating that he wants to revise the guidelines currently in place and get the country open for Easter. I don’t know about you but I’d like to hear what Fauci has to say about this. A tweet he sent out is below:

Common sense is the dominant force trying to get you to keep the Country (sic) closed, and not for as long as possible, just as long as necessary to flatten the curve. I am a real person and I think we should let the health experts decide when non-essential personnel should return to work. After that he met with the governors of 50 states. Mentions the fake news media. He likes Tom Brady. Spoke to him the other day. Great guy. I wish the news could be real. I wish it could be honest.
